as @edythemighty points out, my wife's new Dell laptop plays DVDs.
People need to quit confusing the community "free" linux with the version that is paid for when you buy from a vendor. @rcadden, like @edythemighty says, point your mom to Dell or one of the other vendors if you want her to have out of the box DVD. Otherwise spend the 37 seconds and install the codecs for her.
Go download the free version of windows from the Internet....the whole damn thing is illegal. Not just the DVD playback.
